The City Development Plan supports initiatives which endeavour to create an animated streetscape and avoid dead or deteriorating frontage. In addition the Plan supports the active use of vacant premises. The Virtual Shopfronts are considered to achieve both a more active street frontage and to be an appropriate intervention for vacant properties”
